The City of Bend requests proposals from qualified Consultants for owner’s representative (OR), construction contract administration (CCA), and limited construction inspection services for the Reed Market Bridge Project (Project).

The Project will use a progressive design-build (PDB) project delivery method. The purpose of the Project is to design and construct a grade-separated crossing that will eliminate the existing at-grade Burlington Northern Santa Fe (BNSF) crossing on Reed Market Road in Bend. The project is partially funded by the Federal Railroad Administration (FRA).

The City intends to engage the services of a qualified and experienced Consultant able to provide OR and CCA support to the City through all project phases including pre-construction, final design, and construction.

Qualified Consultants will be experienced in PDB project delivery and federally funded project delivery requirements. Familiarity with working with the Oregon Department of Transportation (ODOT) 2021 Standard Specifications for Construction and other industry standard specifications is also preferred.
